2 Update on International Travel for Grad Assistantship

  • You might have received an email from your department about international travel guidelines for graduate assistants. GPSS is following up regarding the the new guideline and exceptions that can be granting, here are some of the updates:
  • This change is not due to a any new federal policy but reflects long-standing university employment and tax rules. Graduate assistants are university employees, and assistantship work must generally take place in the U.S. unless prior approval for remote work abroad is granted. The exception may be granted to students who meet certain conditions for example, they are authorized to work in the country where they plan to travel (based on their immigration status there), they are tax residents of the United States, and the nature and duration of their work would not create a permanent establishment or payroll tax liabilities for the university in the foreign country.
  • We have asked them additional questions regarding the process for getting an exception, its deadline, paperwork needed, how to determine eligibility, who can help determine it, applicability to different types of students/travel, and retroactive payment.
  • We received reply: Tax Compliance office will get together with Grad School, Cranwell, and HR to assemble the answers to your questions ASAP.
  • The latest reply we got: The answers and additional Q&As are ready, we are just waiting for them to be posted on the website and for the link to be generated.

Each year, around 400 graduate and professional student-related conflicts are brought to the Ombuds office and many more likely suffer in silence without seeking help. This is a first step towards a positive change.
